To provide health and safety protections during colder winter months, Public Service Commission of Wisconsin prohibits utilities from disconnecting consumers’ utility between November 1 through April 15; this is called a utility moratorium. If consumers do not make payments or payment arrangements with their utility before the moratorium begins, the utility may disconnect service.
